Taking Back YOUR School!
Because many students and parents as well as school administrators are not informed of their rights to opt-out we recommend the following steps to pass policy in your community and have it implemented:
Pass a Resoultion in YOUR School District!
* Educate Yourself! Visit one of many counter-recruitment websites campaign contacts or vist our reading materials or resources sections. We have samples of successful policies listed.
* Build Awareness! Go out into the community (in front of supermarkets, schools to educate people).
* Create Connections in order to set up a meeting with city council members or school board and submit the proposal.
* Meet with Superintendent/School Boards to make sure they are fully aware of the issue (present informational packets that includes copy of policy, description of section 9528, sample forms), ask questions and be sure to have a full understanding of the policy making process.
* Present the Policy that You Created and go to the Board/Council with a wide range of representatives (teachers, students, PARENTS and community activists.) Be prepared to answer questions. Get a confirmed date at which the board will be able to begin discussion.
* Get Publicity by holding a press conference or having a reporter present as it will help get more people involved.
* Follow Up with the board once the policy is passed. Set up meetings to write reminder letters etc. Attend public hearings with community support
Suggested items to include in proposed resolutions:
* Build into the structure a way to ensure that students are given a fair chance to opt-out by including the opt-out forms with class registration forms that students must receive in order to sign up for classes
* Make sure the proposal includes language that guarantees the availability of opt-out forms are available in multiple languages
* Ensure military recruiters get "same access" in schools as college recruiters and counter recruiters get, not unlimited access.
*Be sure a person with military alternatives (possibly a vet or military family member) would be present at career fairs.
Leafleting & Petitioning In Front of NYC Public High Schools
NYC groups are currently trying to pass a law in New York City that limits military recruiters to career fair appearances only. Any progress reports will be posted on this section of our website. www.unitedforpeace.org
Victory for NYC!
On March 29th 2005, the NYPD settled a lawsuit brought against them by the NYCLU (New York Civil Liberties Union) on behalf of the Ya-Ya Network (Youth Activists Youth Allies)
For years the NYPD has kept a Red Zone in front of public schools. In this settlement, the NYPD has agreed to end this policy, which prohibited all First Amendment activities on public sidewalks in font of schools including leafleting, petitioning, press conferences, picketing etc.
The NYCLU brought the case on behalf of the Ya-Ya Network in October 2003 after a number of incidents in which students were threatened with arrests after leafleting & talking with students in front of schools about their rights to privacy from the military.
Ya-Ya Network Executive Director Amy Wagner, who also was a plaintiff in the case, said, “As the public controversy over military recruiting in schools intensifies, it is particularly important that students have access to facts which are not included in the recruiters’ sales pitch. So long as recruiters are given free access to students inside of schools, we must have free access to students outside of schools.”
